Sunset Just Transition Advisory Committee

Concerning the continuation of the just transition advisory committee, and, in connection therewith, implementing the recommendation contained in the 2024 sunset report by the department of regulatory agencies.

Bill Summary

Sunset Process - Senate Business, Labor, and Technology Committee. The bill implements the recommendation of the department of regulatory agencies (DORA) in its sunset review and report on the just transition advisory committee (advisory committee) to continue the advisory committee. The advisory committee is scheduled to repeal on September 1, 2025, but the bill continues the advisory committee indefinitely delays the repeal date until September 1, 2030, and requires DORA to conduct a sunset review and report before the repeal . The bill requires the just transition office in the department of labor and employment (office) to consult with the advisory committee on issues related to the impact of facility closures and job layoffs in coal-related industries in a manner that best ensures continued economic stability and prosperity for impacted workers and communities during and after the transition away from coal as an economic driver. The office is also directed to develop and implement plans to maximize the economic stability and prosperity of coal workers and communities. The bill increases the number of coal transition workers appointed to the advisory committee from 3 to 5 and requires that at least one of the advisory committee members work at a coal mine and at least one member work at an electric utility.
