With certain exceptions, a local government is currently required to obtain voter approval and meet other requirements before providing internet access (advanced service) to the public. The act specifies that these requirements do not apply to a school district or board of cooperative services providing advanced service that enables students, teachers, and staff members of the district to access a school-owned and operated network to facilitate remote learning.
