Concerning the issuance of identification documents under the "Colorado Road and Community Safety Act" to persons who are not lawfully present in the United States, and, in connection therewith, making an appropriation.

Bill Summary:

Identification documents - noncitizens - issuance, renewal, and replacement - appropriation. Under preexisting law, a person who is not lawfully present in the United States may obtain a driver's license or identification card if, among other requirements, the person presents a taxpayer identification card.

The act allows:

  • A person to present a social security number as an alternative to a taxpayer identification card;
  • The license or identification card to be reissued or renewed in accordance with the process used for other licenses and identification cards; and
  • A person whose license is lost or stolen to obtain a replacement without renewing the license.
$108,992 is appropriated to the department of revenue from the licensing services cash fund to implement the act.
