Eliminate Bill Limit Exemption Interim Committee Bills

Concerning elimination of the exemption from bill limitations established by the joint rules of the Colorado general assembly for legislation recommended by certain committees that meet during the legislative interim.

Bill Summary:

Generally, each member of the general assembly may not introduce more than 5 bills during a regular session of the general assembly. An exception to this bill introduction limitation exists for bills that are:
  • Recommended by committees that meet during the interim and are created by state statute, by resolution of the executive committee of the legislative council, or in accordance with the statute governing legislative interim committees; and
  • Approved by the legislative council of the general assembly.
The bill eliminates the exemption from the bill introduction limitation for bills recommended by the following committees and approved by legislative council:
  • Legislative interim committees created by statute, or by resolution of the executive committee of the legislative council;
  • The Colorado health insurance exchange oversight committee;
  • The school safety and youth in crisis committee;
  • The early childhood and school readiness legislative commission;
  • The water resources review committee; and
  • The transportation legislation review committee.
As a result, approved bills recommended by these committees would no longer be exempt from any bill introduction limitation created by the joint legislative rules.
