Overview
The full-time policy analyst will provide detailed research and analysis of legislation for the Senate Minority caucus and staff. We are seeking a policy-oriented individual who works well under pressure and changing circumstances.
Responsibilities
- Read all legislation that is introduced
- Work collaboratively with the Senate Minority policy staff to conduct research and strategic analysis
- Assist the policy staff in preparing memos and reports as needed
- Preparation of legislative research for Senators during committee meetings

Overview
The session-only (Jan-May) legislative analyst will track and summarize every bill introduced and maintain an internal database showing its status. We are seeking an individual with strong attention to detail and demonstrated priority and time management skills.
Responsibilities
- Read and summarize all legislation that is introduced
- Maintain an internal database tracking the status of each bill that is introduced
- Create visual representations of data findings through charts, graphs, and dashboards to make the data understandable
- Listen to committee and floor proceedings to keep track of votes
- Assist the policy staff in preparing memos and reports as needed
- Research Governor appointments as needed

SENATE DEMOCRATS - SESSION-ONLY POLICY ANALYST
The Colorado State Senate Majority Office is seeking a policy professional to assist the caucus in the development of legislation and strategically executing our legislative agenda. The Policy Analyst will join a policy team of four, whose primary role is to support and manage all of the legislation that comes before the Colorado State Legislature. The position will serve as primary staff support to several committees, assisting members with policy analysis and research for the legislation assigned to their committees, as well as organizational support for the Committee Chair. Our policy analysts provide critical support to Senate Leadership and caucus staff in committee management and the overall execution of caucus priorities. This is a session only position, starting in November and concluding in May, with the potential of extension, and reports directly to the Chief of Staff and Deputy Chief of Staff.
The Policy Analyst position provides vital support to the Senate members of the committees that they manage by attending all hearings, participating in Democrat member discussions, and providing policy research and support on various issues that arise throughout the legislative process. The Policy Analyst will read and analyze a substantial amount of legislation, providing summaries and identifying potential issues and remedies, and will be expected to perform in-depth research of specific legislative issues and existing statutes. This position helps facilitate stakeholder outreach concerning legislation or related issues and works closely with their counterparts in the House and Governor’s office. The Policy Analyst also coordinates closely with the other members of the policy team, as well as the communications team, and staff leadership to provide insight into the policy that comes before their assigned committees.
Responsibilities Include:
General Policy Analysis
- Conduct policy research and analysis for caucus members in developing legislation
- Read and analyze bills before introduction to provide brief summaries and note any potential concerns
- Facilitate stakeholder outreach concerning legislation, including coordination with legislative staff of the House and Governor’s office
- Create, and regularly update, support materials for the legislative process, including tracking spreadsheets and briefing memos
- Meet with lobbyists and organizations regarding specific pieces of legislation
Committee Support
- Read and analyze all bills that are scheduled before the committee to proactively identify areas of discussion for committee
- Provide guidance to Chair regarding committee schedules and meeting agendas
- Prepare materials in advance of committee and prep meetings to guide discussion
- Staff and track committee hearings, noting decision items, discussion topics, and troubleshooting problems as they arise
- Research and provide guidance on all Senate-confirmed appointments referred to the committee
Preferred Skills and Experience:
- Experience in policy analysis and development, preferably in Colorado
- Working knowledge of Colorado statutes
- Excellent communication and interpersonal skills with an interest in working on a team
- Demonstrated ability to summarize complex ideas into concise and comprehensible bullet points
- Ability to work independently
- Strong critical thinking skills with an orientation toward problem solving
- Detail-oriented with strong organizational skills
- Strong drive and self-motivation; a willingness to work long hours and under tight deadlines

Compensation
Compensation is commensurate with experience and within the range of $70,000 - $85,000. SENATE DEMOCRATS - DEPUTY COMMUNICATIONS DIRECTOR
The Deputy Communications Director assists the Colorado Senate Democratic Caucus with digital media strategy, content creation, and general communications support. This position aids in the execution of caucus communications goals during a high-energy, fast-paced legislative session and assists in highlighting caucus priorities and session accomplishments throughout the interim. The Deputy Communications Director is a full-time position and reports to the Communications Director.

Responsibilities:
- Assist the Communications Director with designing and implementing the caucus communications strategy, including developing media pitches, policy roll outs, coordinating press conferences, etc.
- Manage the development and execution of digital and social media strategy for the caucus – supervising the creation and distribution of creative content (including videos and graphics) that advance the message of the caucus and individual senators.
- Compose a substantial amount of press releases, media advisories, op-eds, and speeches with clear, clean, concise, and accurate prose under deadline pressure.
- Proactively identify state and national narratives/news cycles for the caucus to engage in.
- Oversee the design of social media packets, including graphics, sample posts, and videos, to promote and highlight priority legislation.
- Review articles, briefs, and data from our policy team for press and digital content opportunities, including drafting easy to understand talking points on complex and/or difficult to understand policy.
- Assist legislative aides in drafting press releases, press advisories, newsletters, and social media that highlight the work of their office/senator.
- Conduct periodic website updates to ensure content remains current and relevant. (SquareSpace platform)
Qualifications:
- At least 2 years of communications experience, advocacy, or organizing experience
- Experience in developing social media strategy to promote specific goals/priorities
- Strong knowledge of messaging strategy for diverse audiences
- Strong written and verbal communication skills with impeccable attention to detail
- Experience in graphic design
- Proficient in web design and development
- Strong interest in state-level and/or Colorado politics
Preferred But Not Required:
- Sufficient fluency in spoken and written Spanish to fully engage Colorado’s Spanish-language press corps and population
- Experience in video editing/creation
- Previous experience in government, public policy, or political campaign work
- Journalism experience

SENATE NON-PARTISAN - SESSION-ONLY READING CLERK
The Colorado State Senate is seeking qualified applicants for seasonal employment during the upcoming legislative session, which runs for four months from January 8 through May 7, 2025. This position is seasonal and works well for those who are retired or want to have their summers and autumns free. It is a great opportunity to learn new skills, observe the legislative process, and make extra money while receiving health, vision, and dental insurance if needed. A more comprehensive list of the benefits package is listed below.
Salaries start at $200 per day.
During the legislative session this position works a full-time, five days per week schedule. This job requires the ability to work in a nonpartisan manner in a partisan environment. Senate employees may be required to work beyond typical office hours with little advance notice. On rare occasions, work on weekends may be required. Punctuality, attendance, professionalism, and attention to detail are essential.
Successful employees are asked to return on a recurring basis each year and have the opportunity to maintain benefits year round. Description of Job:
- Conduct morning roll call for the Senate;
- Read all official communications into the record during sessions of the Senate, including bills, reports, and associated legislative documents;
- Quickly and accurately record votes and other items of business as they are dispensed with by the Senate using the electronic vote recording system;
- Keep track of speaking time limitations during floor work;
- Proof daily Senate calendar and journal;
- Provide customer service to legislators and staff; and
- Other duties as assigned by the Secretary.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights: While previous legislative or government experience is not required for job consideration, an interest in, or knowledge of, the legislative process is a benefit.
- The Reading Clerk must have a clear voice that carries well over the sound system, must be professional while reading, must read distinctly and rapidly, and be comfortable with public speaking;
- Possess excellent verbal and written communication skills;
- Must be a self-starter and remain calm under pressure;
- Have the ability to work closely and cooperate with teammates and legislators; and
- Must have fast and accurate computer skills.
This position is highly visible and interactive with the Senate during all facets of legislative floor work. A successful candidate will maintain a calm and professional demeanor under fast-paced stressful situations.
Performance of this job position frequently requires standing for long periods of time.
