Sen. Scott introduced Senate Bill 22-074.  The bill requires the Colorado Transportation Commission to contract with a fairness monitor to review and monitor any projects that are not procured using design-bid-build contracting. The bill also creates the Contracting Fairness Committee, which must report its assessment of any recommendations from the fairness monitor to the Transportation Commission.  Sen. Scott distributed several handouts (Attachment A, Attachment B, Attachment C, Attachment D, Attachment E, and Attachment F).
