The committee returned
to order. Representative Snyder, prime sponsor, presented House Bill
23B-1003, concerning the creation of a property tax task force. Representative
Snyder explained the effect of the bill and discussed its need. He
discussed some forthcoming amendments, including amendment L.001 (Attachment
A). Representative Snyder responded to questions regarding the relationship
between the bill and HB 23B-1006, and ensuring that the task force created
by the bill is constituted of a diverse membership. Representative
Snyder responded to further questions regarding the bill's impact on rental
properties, and the appointing authorities for the bill's task force. Discussion
ensued regarding appointees to the task force, and the potential for transitioning
Colorado to a land-value tax system. Discussion followed regarding
amendment L.001, and the timing of the task force's convening. Discussion
turned to the concepts to be grappled with by the task force, and how a
facilitator will be hired by the task force under amendment L.001. |

Kelly Flenniken, representing Colorado Counties, Inc., testified on the
bill.
Shawn Hegarty, representing himself, testified in support of HB 23B-1003.
Ms. Flenniken responded to questions regarding representation on the task
force created by the bill, the potential for offering tax relief at the
county level, and her organization's position on the bill. Ms. Flenniken
responded to further questions regarding organizations that represent taxpayers,
and the impact of rising property tax rates on cities and counties. Ms.
Flenniken responded to questions regarding hiring a facilitator under the
bill. |

Mr. Thomas Davidson, representing Counties & Commissioners Acting Together
(CCAT), testified to amend the bill.
Joan Poston, representing herself, testified on HB 23B-1003.
Mr. Davidson responded to questions regarding the need for the task force
created by the bill. Discussion ensued regarding revenue trends for
special districts. Mr. Davidson responded to questions restriction
of government growth based on property tax valuation. |
