The bill creates two state income tax credits for freight rail use and railroad operators servicing coal transition communities; allows coal transition communities to be designated as enterprise zones and enhanced rural enterprise zones; expands the duties of the Rural Opportunity Office; and makes changes to the Moffat Tunnel Improvement District.
