Representative Lynch,
prime sponsor, presented House Bill 24-1126, concerning requiring participation
in a treatment plan for a substance use disorder as a condition of bond.
Representative Lynch explained the effect of the bill and discussed its
need. Committee members received a fact sheet supporting the bill (Attachment
B). Representative Lynch responded to questions regarding how the bill
changes substance abuse treatment for the justice-involved, and judicial
districts that have programs in place similar to the one created by the
