Representative Rutinel, bill co-prime sponsor, introduced Senate Bill 24-045.  Under current law, the Pet Animal Care and Facilities Act (PACFA) prohibits any animal shelter or pet animal rescue from releasing a dog or cat that has not been sterilized by a licensed veterinarian, except in cases when the life or health of the animal is in jeopardy. The bill removes the exemption for the health of the animal. Current law also exempts facilities with limited access to a licensed veterinarian. The bill removes this exemption for facilities that import unsterilized dogs or cats from outside the state.
