Ullman, Division of Water Resources - Department of Natural Resources,
told the committee about what interruptible water supply agreements (IWSAs)
are and how they allow for water transfers without a permanent change in
ownership or beneficial use. He spoke about the restrictions to the program,
including not allowing any new projects after 2023 and how often the program
has been used, which is has been limited. |
