Colorado Water Center, introduced her presentation and gave an overview
of how severance taxes are distributed to state government programs within
Department of Local Affairs and the Department of Natural Resources. She
told the committee about ways that other states fund water projects, and
Colorado's water funding needs and gaps. |

State University, discussed the interviews that were conducted and the
challenges identified. She spoke about the themes that came out of the
stakeholder interviews, including long-term vs. short-term funding issues,
political pressures, state budget restrictions, tax revenue volatility,
the diversification of funding strategies, and community-based solutions.
