Representative McCormick referred the committee to draft rules of procedure (Attachment A). She noted that the committee will provide public notice of any hearings related to the complaint. She reviewed the scope of the complaint and the order of proceedings, and discussed the creation of the witness list. She discussed the timing of when the committee and Representative Lindsay would exchange witness lists. Representative McCormick discussed the treatment of witnesses, and noted that the committee would discuss whether witnesses can appear remotely. She reviewed the procedures for questioning witnesses. |

noting that the committee may subpoena witnesses. Ms. Chase discussed the
applicability of the rules of evidence to the ethics proceedings. Representative
Mabrey discussed the authentication of documentary evidence. Representative
Woodrow discussed whether the right to not self incriminate applies in
ethics proceedings, and the committee discussed the oath that will be administered
to witnesses. |

to discuss the language of the oath. The committee discussed providing
notice or a statement that misleading the committee may result in a referral
to judicial proceedings. Chair McCormick discussed making a statement before
each hearing about the seriousness of the proceedings. The committee discussed
choosing to administer an oath including the language "under penalty
of law." |

The committee discussed
the whether or not to allow any participants to participate remotely, and
expressed a preference for in person committee and witness participation.
The committee discussed scheduling the next meetings on June 22 from 1
to 6 pm and June 23 from 9 to 5 pm. The committee discussed the procedures
for notifying witnesses to attend the hearings. The committee discussed
exchanging witness lists no later than 5 pm on Wednesday, June 3. |

The committee discussed
potential witnesses, including Representative Titone, Representative Joseph,
Majority Leader Duran, Speaker McCluskie, Will Quinn, and potentially Representative
Lindsay's aide or aides at relevant times. The committee discussed requesting
an expert witness who could discuss the fiduciary duties of those charged
with managing club accounts. The committee discussed a memorandum on this
area of law previously provided by OLLS. |

the role of an expert witness in legal proceedings and potential compensation
for a witness, and whether it was appropriate for the committee to engage
with a legal expert for these proceedings. The committee decided not to
request that such a witness appear before the committee. |

to request additional documentary evidence. The committee instructed Representative
Lindsay to provide her list of witnesses by Wednesday, June 3, and to also
provide a list of any additional documentary evidence that she would like
to request. Mr. DeCecco explained that all evidence received to date would
