The primary bill
sponsor, Representative Marshall, introduced House Bill 26-1301 to the
House Health and Human Services Committee. The bill refers a ballot measure
to voters at the November 2026 statewide election. If approved, the measure
would increase taxes on retail marijuana and alcohol to fund the construction
and operation of the Colorado Mental Health Institute at Aurora and another
mental health facility in Mesa County.
