Senator Zamora Wilson, prime sponsor, presented Senate Bill 26-112. The bill allows a court to issue a monetary bond for certain low-level offenses when a person fails to appear in court two or more times in the same case.

Annie Martínez, representing the Colorado Center on Law and Policy, testified in opposition to the bill. Catherine Mabrey, representing themself, testified in opposition to the bill.

Committee members asked questions about the differences between the municipal and county court system.  Further discussion ensued about monetary bonds, rescheduling hearings, and failure to appear rates.

Dana Steiner, representing the Colorado Freedom Fund, testified in opposition to the bill. Elizabeth Cadiz, representing the Aurora Municipal Public Defender, testified in opposition to the bill. Ms. Marla Garrett, representing the Aurora Municipal Public Defender, testified in opposition to the bill.

The witnesses answered questions about victims and mandatory bonds.  Further discussion followed about how to best address individuals who fail to appear at a scheduled court date.
