Weissman introduced House Bill 26-1013, concerning ratio utility billing
systems. The bill clarifies that landlords may use a ratio utility billing
system for their tenants as long as certain requirements are met. The sponsors
distributed Amendment L.004 (Attachment D). They responded to questions
