Representatives English
and Joseph, co-prime sponsors, introduced House Bill 26-1135: Transparency
of Chemicals Used in Hair Products. The bill requires a manufacturer of
hair products that contain a carcinogen or reproductive toxicant to carry
a warning label that notifies the consumer that the covered hair product
contains such a substance, with violations subject to civil penalties.
The bill sponsors
provided an overview of Amendments L001 (Attachment A) and L002 (Attachment
B), and answered questions from the committee.
