Jack Johnson, an
attorney at Disability Law Colorado. His organization has had an interest
in Colorado's guardianship laws for years and respect and understand the
uniform act, which they have supported for the past three years. This year,
the stakeholder group's emphasis has been determining high priority protections
within the act that need to be implemented. |

Elizabeth Moran,
representing The Arc of Colorado, supports the current approach presented
by Mr. Johnson to start moving things forward and has consulted with the
ULC on language to keep it uniform. Key to the bill is the statutory bill
of rights, which has been adopted by numerous associations but is not currently
part of the uniform act. |

Commissioner Espenoza
inquired about a possible fiscal note on the non-commission bill and Mr.
Johnson replied the bill is being drafted to try to create a fiscal note
of zero. |

Commissioner
Levy inquired about county interests and concerns in the new bill and if
counties would continue to be included in the process. Mr. Johnson replied
that during previous stakeholding work county policy concerns were resolved
and only the fiscal concerns remained, but they would be notified about
the new bill.

The commission thanked
the stakeholder group for their hard work over the last few years and their
continued hard work. Commission consensus was to lay the uniform act over
to the 2027 legislative agenda. |
