Senator Cooke, prime sponsor, presented House Bill 16-1031. The reengrossed bill requires Legislative Council Staff, with the cooperation of the Colorado Department of Transportation (CDOT), submit a report to the Transportation Legislation Review Committee no later than August 1, 2016, that details changes since the last time the Transportation Commission (commission) districts were modified. The report must consider existing county and municipal boundaries, regional transportation authorities and districts, and transportation planning regions. The report must also include changes in population, number of lane miles, and annual vehicle miles traveled for each district.
