Current law provides a process by which a state agency or institution of higher education may seek permission to use an appropriation for a capital construction project differently than specified by the original budget submission, as long as the new request is for a nonmonetary adjustment. This bill, recommended by the Joint Technology Committee, creates an identical process for information technology capital projects.
