Senator Tate introduced House Bill 18-1271, concerning public utility economic development rates.  The bill allows the Public Utilities Commission to allow investor owned electric utilities to charge a discounted economic development rate for commercial and industrial users who locate or expand their operation in Colorado and add at least 3 megawatts of new load at a single location.
