The primary bill
sponsor, Representative Richardson, introduced House Bill 25B-1013 to the
House Health and Human Services Committee. The Health Insurance Affordability
Enterprise in the Division of Insurance in the Department of Regulatory
Agencies assesses a fee on health insurance carriers to fund programs to
reduce individual market premiums, including the OmniSalud program. Under
the bill, only US citizens and persons with lawful immigration status who
meet income and federal eligibility requirements will be eligible for the
OmniSalud program.
