Representative Luck, prime resolution sponsor, presented House Concurrent Resolution 25B-1002, concerning an amendment to the Colorado Constitution concerning the modification of existing law to protect the separation of powers by requiring a Governor's proclamation convening the General Assembly to respect the General Assembly's authority to legislate. The concurrent resolution refers a ballot measure to voters at the November 2026 to create new requirements for the Governor when convening the General Assembly in a special legislative session to address a state revenue shortfall or other budgetary issue.
