Senator Scott, prime sponsor, presented Senate Bill 18-137, which requires the Colorado Parks and Wildlife Commission to create a grand slam wildlife raffle to award hunting licenses for 10 species annually. Senator Scott distributed three handouts about the bill to the committee [Attachments A, B, and C].

Karen Kalavity, representing herself, testified in opposition to the bill.

Lori Greenstone, representing Colorado Voters for Animals, testified in opposition to the bill.

Susan Permut, representing herself, testified on the bill.

Jeremy Gregory, representing Tindakan, testified in opposition to the bill.

Steve Lohr, representing Big Game Forever, testified in support of the bill.

Roland Halpern, representing himself, testified in opposition to the bill.  Mr. Halpern distributed written testimony from Christine Weber to the committee [Attachment D].

Gaspar Perricone, representing the Colorado Bowhunters Association, testfied in opposition to the bill.

Denny Behrens, representing Big Game Forever, testified in support of the bill.

Senator Scott wrapped up his presentation of SB 18-137.  Senator Scott requested that the committee lay over the bill until July 1, 2018, which has the effect of postponing the bill indefinitely.
