Senator Daugherty, bill sponsor, presented House Bill 25-1282, concerning prohibitions on certain payment card network practices involving electronic payment transactions.  The bill sponsor explained the bill restricts how payment card networks set interchange fees and use data.

Committee members asked questions about the interchange fees and rate schedules.  Discussion ensued about private rights of action and impacts of potential litigation.
