Senator Priola, prime sponsor, presented House Bill 19-1231.  The bill adopts water and energy efficiency standards for certain consumer and commercial appliances and products and requires the Department of Public Health and Environment to publish the standards.

Mirka della Cava, Senior Project Manager for the Colorado Energy Office, testified in support of the bill.

Patricia Rothwell, representing the Energy Efficiency Business Coalition, testified in support of the bill.

Christine Brinker, representing the Southwest Energy Efficiency Project, testified in support of the bill, and distributed several letters in support of the bill (Attachments M through P). Ms. Brinker answered questions from the committee.

Pete Kierchoff, representing the Colorado Association of Mechanical and Plumbing Contractors, testified in a neutral position and spoke to an amendment.

Ms. Brinker returned to the table to answer committee questions.

Charlie Souhrada, representing the North American Association of Food Equipment Manufacturers, testified in a neutral position and requested that the bill be amended.

Jennifer Brandeberry, representing the Consumer Technology Association, testified in a neutral position and request that the bill be amended.
