Rep. McLachlan introduced House Bill 18-1103.  The bill clarifies that local governments may require off-highway vehicle (OHV) operators to use seatbelts, a child restraint system, eye protection, or a helmet (for riders 18 years and younger).  A local government may also limit the number of occupants on an OHV to the maximum number of occupants the vehicle is designed to hold.

Mr. Doug Vilsack, representing the Colorado Department of Parks and Wildlife, testified from a neutral position. He answered several committee questions.
