Representative Singer and Representative Larson introduced House Bill 19-1166. The bill requires that when the results of a fingerprint-based criminal history background check for certain applicants, employees, or volunteers reveals a record of arrest without a final disposition of the case, an applicant must submit to a name-based criminal history background check.

Kris Geraths, Background Information Services and the National Association of Professional Background Screeners (NAPBS), testified in support of the bill.

Alonzo Martinez, Hire Right and NAPBS, testified in support of the bill. Mr. Martinez provided a handout to the committee (Attachment B). Mr. Martinez responded to questions from the committee.
