Representative Marshall and Representative Suckla, co-prime bill sponsors, presented House Concurrent Resolution 25-1002. Under current law, a political party vacancy committee selects the person to fill any vacancy in the state legislature. If approved by voters at the 2026 election, HCR 25-1002 would prohibit any state representative or senator appointed by a vacancy committee from serving the term immediately following the term for which they were appointed.

Representative Marshall provided handouts (Attachments N, O, and P) to the committee.
