President Garcia and Senator Rodriguez, co-prime sponsors, introduced SB20-030, concerning increased consumer protections for customers of investor-owned utilities.  The bill directs the Public Utilities Commission (PUC)  to require information from regulated public utilities, including the number of utility customers exempted from tiered rates due to medical conditions, and disconnections and delinquencies. The bill directs the PUC to create rules surronding disconnection due to non-payment and reporting of consumer positive payment history.  The bill requires an opt-in from customers if utilities use new non-standard rates.  The President explained the provided Amendments, L.002 and L.004 (Attachments A and B).
