Representative Arndt, prime sponsor, presented House Bill 10-1095 to the committee.  The bill requires that if a local government's master plan includes a water element, that it include water conservation policies.  Amendments L.001 and L.002 were distributed (Attachments F and G).  Representative Arndt responded to committee questions.
