Senator Fenburg introduced Senate Bill 20-038, concerning the establishment of a statewide standard for the sale of biodiesel-blended diesel fuel in Colorado. The bill originated in the Energy Legislation Review Interim Study Committee. The bill requires that all diesel fuel sold between June 1 and September 15 be blended with and contain at least five percent biodiesel, effective June 1, 2021.  Effective June 1, 2023 the bill raises that percentage to ten percent biodiesel.  The Air Quality Control Commission will create rules for a blending standard, a waiver process, and labeling that includes the percentage of biodiesel included in a blend.  The rules will be created in consulation with the Division of Oil and Public Safety in the Department of Labor and Employment.  Senator Fenburg explained Amendments L.002 (Attachment C), L.003 (Attachment D), L.004 (Attachment E), and L.006 (Attachment F).
