Representative Soper, prime bill sponsor, presented House Bill 22-1059,
concerning a requirement that any bill that imposes, increases, or authorizes
the imposition of a fee be approved by a two-thirds vote of all members
elected to each house of the General Assembly to become law. The bill requires
that certain bills must be passed by a two-thirds vote of all members on
final passage in each chamber of the General Assembly. The two-thirds
vote requirement applies if the bill:

imposes a new
fee;
-
authorizes the
imposition of a new fee;
-
increases an existing
fee; or
- authorizes the
increase of an existing fee.
