This article explains some of the requirements of the “State Measurement for Accountable, Responsive, and Transparent (SMART) Government Act”.  Joint committees of reference are required to conduct hearings prior to the start of session to hear presentations of executive department’s performance plans. These plans can be used by the Joint Budget Committee to prioritize any new funding requests.
