Public Comment on Greenhouse Gas Emissions Reports

HB 19-1188 requires Legislative Council Staff to prepare greenhouse gas emissions reports for up to 20 bills each year starting with the 2020 legislative session.  From October 7th through October 18th, Legislative Council Staff will solicit public comments on sample greenhouse gas emissions reports..

What are greenhouse gas emissions reports?

Greenhouse gas emissions reports estimate whether a bill is likely to directly cause a net increase or decrease in greenhouse gas emissions over a 10-year period.  The reports will identify new sources of greenhouse gas emissions, any increase or decrease in emissions from existing sources, and any impact on sequestration of emissions.

How do I provide public comment?

Starting October 7, public comment on the sample reports may be submitted by email to Legislative Council Staff using the link below.  Any public comment received will become public record under the Colorado Open Records Act.
