concerns modifications to enhance adult education in Colorado. They provided
an overview of the bill and answered questions from the committee.

Angela Baier, CEO
of CollegeInvest, provided a brief overview of the CollegeInvest program,
including House Bill 19-1280 and the First Step/Kick Starter Program (program),
and explained that CollegeInvest is enterprise fund so it doesn't receive
any General Fund dollars. Senate President Steve Fenberg asked questions
regarding the successes and challenges of the program, how it is being
marketed and how many families are participating.

asked how the program would be funded if 100 percent of babies born in
Colorado had an account opened in their name.
