Elizabeth Burger, Deputy Director of Legislative Council Staff, made introductory comments about the legislative interim. She explained the approval process for legislation by the Legislative Council and answered questions from the committee.

  • Bill A - Concerning modifications to the pension plans administered by the Fire and Police Pension Association.

  • Bill A - Concerning the Sales and Use Tax Simplification Task Force, and, in connection therewith, extending the task force, modifying the task force duties, and removing the requirement that the task force undergo an evaluation by the Department of Regulatory Agencies prior to the task force's repeal; and
  • Bill B - Concerning certain address database systems used for sales and use tax collection.

Representative Gray presented the following legislation proposed by the Transportation Legislation Review Committee:

  • Bill A - Concerning license plates, and, in connection therewith, specifying that, in order to minimize potential lost registration revenue, the license plates of a motor vehicle that is classified as Class C personal property expire upon the sale or transfer of the motor vehicle and that, in order to improve legibility and enforcement, a revised color scheme is required for certain license plates manufactured on or after a specific date;
  • Bill B - Concerning a requirement that the high-performance transporation enterprise include information about its public-private partnerships in its annual report to the legislative committees of the House of Representatives and the Senate that have jurisdiction over transporation;
  • Bill C - Concerning the acquisition of drivers' licenses by certain persons in the custody of the state Department of Human Services;
  • Bill D - Concerning permanent authorization for third-party providers to perform vehicle identification number verification inspections for commercial vehicles; and
  • Bill E - Concerning the creation of a single annual fleet overweight permit for a commercial motor vehicle fleet that includes both vehicles that have a quad axle grouping and vehicle combinations with a trailer that has two or three axles.

  • Bill A - Concerning elibility for workers' compensation benefits for workers who are exposed to psychologically traumatic events, and, in connection therewith, establishing that a worker's visual or audible exposure to the serious bodily injury or death, or the immediate aftermath of the serious bodily injury or death, of one or more people as the result of a violent event, the intentional act of another person, or an accident is a psychologically traumatic event for the purposes of determing the worker's eligibility for workers' compensation benefits;
  • Bill B - Concerning the implementation of recommendations from the Legislative Oversight Committee Concerning the Treatment of Persons with Mental Health Disorders in the Criminal and Juvenile Justice Systems regarding juveniles who have committed sex offenses;
  • Bill C - Concerning programs to build statewide capacity to access supportive housing services, and, in connection therewith, providing for programs focused on underserved communities with a preference for rural and frontier communities to serve people with behavioral, mental health, and substance use disorders who have contact with the justice system;
  • Bill D - Concerning the development of a strategic plan to implement a trusted interoperability platform; and
  • Bill E - Concerning the reauthorization of the Legislative Oversight Committee Concerning the Treatment of Persons with Mental Health Disorders in the Criminal and Juvenile Justice Systems.
