President Garcia, chair, called the meeting
to order.  He provided opening remarks and invited Natalie Mullis,
Director, Legislative Council Staff, to the table.  Ms. Mullis reviewed
the items in the Blue Book analyses packet that each member received, as
well as a memorandum from Legislative Council Staff (Attachment A).  She
answered questions from the committee.



Review of Ballot Analysis for Proposition CC - Committee Discussion Only

President Garcia invited Greg Sobetski,
Principal Economist, Legislative Council Staff, to the table to present
the Blue Book analysis for Proposition CC: Retain State Government Revenue.
 Mr. Sobetski explained the measure and reviewed the information that
is provided in the ballot analysis.  He answered questions from the
committee.

Mr. Sobetski continued to answer questions from the committee.

One person was present to testify.  Douglas
Bruce, representing himself, spoke about the analysis and distributed a
handout to the committee (Attachment B).

There were no amendments to the Blue Book
analysis for Proposition CC submitted, so President Garcia closed the amendment
phase.



Review of Ballot Analysis for Proposition DD - Amended

President Garcia invited Luisa Altmann,
Senior Research Analyst, Legislative Council Staff, to the table to begin
her presentation on the Blue Book analysis for Proposition DD: Legalization
and Taxation of Sports Betting.  She explained the measure and reviewed
the information that is provided in the ballot analysis

Bruce, representing himself, spoke about the analysis.

Staff distributed Amendments 1, 2, and
4 to the analysis to the committee (Attachments C, D, and E).  Majority
Leader Garnett explained the purpose of Amendment 1 (Attachment C).
