The committee is comprised of five legislators, who are voting members, and five youths from the Colorado Youth Advisory Council, who are non-voting members. 

Senator Williams, bill sponsor,  presented House Bill 19-1184 with Representative Herod, who is one of the House co-prime bill sponsors. The bill requires Legislative Council Staff to prepare demographic notes for legislation that outlines the potential disparate effects of a bill on various populations within the state. Senator Foote, bill sponsor, presented House Bill 19-1188. The bill requires Legislative Council Staff to assess whether legislation results in an increase or decease in greenhouse gas emissions as part of every fiscal note. Senator Foote answered questions from the committee. Committee discussion about the bill ensued.

Senator Bridges, co-prime bill sponsor, presented Senate Bill 19-248. The bill convenes a state tax system working group to meet during the 2019 legislative interim to evaluate the state tax administration software system, GenTax, and make recommendations.  Working group stakeholders include the nonpartisan legislative service agencies, the Department of Revenue, the Department of Personnel and Administration, and the Governor's Office of Information Technology.  Senator Tate, co-prime bill sponsor, answered questions from the committe. Committee discussion about the bill ensued.
