Representative Siorta and Representative Jaquez Lewis, co-prime bill sponsors, presented House Bill 19-1176. The bill creates a task force to study and compare three methods of financing health care in Colorado.  The task force must hire a contractor to conduct an analysis and report to the General Assembly by September 1, 2021.  Representative Sirota answered questions from the committee about the bill.

Speaker Becker, co-prime bill sponsor, presented House Bill 19-1314.  In order to assist coal transition workers and communities, the bill creates the Just Transition Office in the Division of Employment and Training as a type 2 transfer in the Colorado Department of Labor and Employment. Beginning in 2025, the director-led office will administer benefits to coal transition workers and grants to eligible coal transition communities. Speaker Becker responded to comments from the committee about the bill.

Representative McKean and Representative Bird, co-prime bill sponsors, presented House Bill 19-1319. The bill requires each state agency to provide a list of vacant buildings and property under its control to the Office of the State Architect.  The office will compile an inventory to be posted online.  In addition, the bill revises the administration of a property tax exemption for low-income housing.
