Representative Siorta and Representative Jaquez Lewis, co-prime bill sponsors, presented House Bill 19-1176. The bill creates a task force to study and compare three methods of financing health care in Colorado.  The task force must hire a contractor to conduct an analysis and report to the General Assembly by September 1, 2021.  Representative Sirota answered questions from the committee about the bill.

Representative Sirota responded to committee member comments regarding potential amendments to the bill.  Committee discusion with Representative Sirota about the bill ensued.

Speaker Becker, co-prime bill sponsor, presented House Bill 19-1314.  In order to assist coal transition workers and communities, the bill creates the Just Transition Office in the Division of Employment and Training as a type 2 transfer in the Colorado Department of Labor and Employment. Beginning in 2025, the director-led office will administer benefits to coal transition workers and grants to eligible coal transition communities. Speaker Becker responded to comments from the committee about the bill.

Representative Galindo, co-prime bill sponsor, made concluding remarks about the bill.

Representative McKean and Representative Bird, co-prime bill sponsors, presented House Bill 19-1319. The bill requires each state agency to provide a list of vacant buildings and property under its control to the Office of the State Architect.  The office will compile an inventory to be posted online.  In addition, the bill revises the administration of a property tax exemption for low-income housing.

Senator Moreno moved amendment L.002, which was seconded by Representative Duran; however copies were not distributed to the committee. Represenative Bird discussed the amendment.  Committee discussion ensued. The motion was withdrawn.

Representative Bird and Representative McKean answered questions from the committee.

Majority Leader Garnett, bill sponsor, presented Senate Bill 19-094 with Senator Lundeen, who is one of the Senate co-prime bill sponsors.  Senate Bill 19-094 reauthorizes and extends the Legislative Interim Committee on School Finance for one additional year.
