01:33 PM -- Black Walnut Trees



Mr. Rick Lee, Department of Personnel and Administration, discussed the two black walnut trees located on either side of the Civil War Memorial on the west side of the Capitol grounds.



Mr. Damion Pechota, Legislative Council Staff, described the history of the trees.



The committee discussed Mr. Lee's suggestion that the trees be removed. Mr. Turner and Ms. Anderson discussed the possibility of waiting to replace the trees until the Capitol grounds cultural landscape assessment is completed.

01:39 PM -- Colorado Veterans Monument



Mr. Pechota noted that Mr. Tim Drago, Colorado Veterans' Monument Preservation Trust Fund, was unable to attend the meeting. He explained that the lighting on the pinnacle of the Veterans' Monument needs to be replaced, and that the Preservation Trust Fund would like to add a solar panel to power replacement lighting. The committee agreed to postpone consideration of this proposal until a detailed design is provided.



01:41 PM -- Tuskegee Airmen of Colorado Picture



Mr. Pechota presented a proposed temporary display of a picture commemorating the Tuskegee Airmen of Colorado (Attachment A). The picture was donated to the Colorado State Senate, and Senator Angela Williams requested the temporary display. The committee discussed the plaque and its proposed location on the 3rd floor of the Capitol near the Mr. Brown's Attic video.

01:44 PM -- Audio and Mobile Application Capitol Tours



Mr. Pechota discussed the need for additional tour options for Capitol visitors, particularly after hours and when tours reach capacity. He noted that OnCell mobile tours was identified as the preferred vendor for this project, and he discussed the benefits of the OnCell product. Committee members received a packet of information about OnCell (Attachment B).

Ms. Contiguglia and Mr. Pechota discussed the product costs.



Mr. Turner questioned Mr. Pechota about reporting capabilities and discussed the potential for hacking these systems. Mr. Lee suggested that staff work with Colorado State Patrol to complete the project.



Ms. Anderson discussed how content would be included in the tour. Mr. Pechota responded to questions from Ms. Jabrocki about user costs and how mobile tours would be advertised in the building.



Representative Lontine and Mr. Pechota discussed the ability to promote other historic sites in the area.

Ms. Theresa Holst, Manager of Visitor Services, Legislative Council Staff, responded to questions from Ms. Contiguglia about guided tour capacity. Ms. Holst noted Visitor Services' support for the mobile app project.

02:00 PM -- Staff and Construction Project Updates



Mr. Lance Shepherd, Department of Personnel and Administration, discussed construction projects in the Capitol during the 2017 legislative interim. He described the restoration of the House Committee Rooms, the Capitol roof, and facade work on the south side of the building. He added that some of the paint on the dome needs to be repainted. He noted that Legislative Council Staff would also be studying signage in the building.



Mr. Shepherd discussed Senate Bill 17-267 funding for additional future projects.



Ms. Ameen, Ms. Eddins, and Mr. Shepherd discussed parking issues related to interim construction projects.



Ms. Anderson and Mr. Shepherd discussed the paint failure and ways to avoid future problems with the paint, including third-party oversight. Discussion continued regarding the paint on the dome.

Mr. Pechota updated the committee on the cultural landscape assessment. He also discussed an application to donate a plaque to the Capitol honoring the USS Colorado (Attachment C), noting that the committee would consider this application at its August meeting.

Mr. Pechota explained that the frame surrounding the Women's Gold tapestry needs to be repaired, which can be done using funds from the Gold Fund. He also discussed replacing the Visitor Services desk and continuing the work on the governors' portraits. Representative McNulty and Mr. Pechota discussed future display of the governors' portraits.



Ms. Jackson discussed the signage study.



The committee was invited to tour the Colorado Judicial Learning Center after the meeting.
