Representatives Lundeen and Foote, prime sponsors, presented House Bill 17-1040, concerning authorizing the interception of communication relating to a crime of human trafficking. Representative Lundeen provided background on the issue of human trafficking. Representative Foote explained why wiretapping is a useful tool in combatting human trafficking. Representative Foote responded to questions regarding the efficacy of wiretapping in human trafficking cases. The following persons testified regarding HB 17-1040:

Mr. Scott Turner, representing the Colorado Attorney General's Office and the Colorado Coalition for Victim Assistance, testified in support of the bill. Mr. Turner followed up on questions regarding why wiretapping is useful in human trafficking cases.

Mr. Ron Sloan, representing the Colorado Association of Chiefs of Police, the Colorado Coalition Against Domestic Violence, and the Colorado Coalition Against Sexual Assault, testified in support of the bill. Mr. Sloan discussed the necessity for intercepting certain communications when investigating human trafficking. Mr. Sloan responded to questions regarding the interstate nature of human trafficking, and coordination between state and federal authorities to combat it. Discussion ensued regarding the involvement of local law enforcement in policing human trafficking, and projected trends in human trafficking investigations if the bill were to pass.
