of the Governor's Office of State Planning and Budgeting (OSPB), introduced
the office's presentation (Attachment B).

Asset Manager for OSPB, continued the presentation.  Ms. Reilly responded
to questions from the committee.

ensued.  Meredith Moon, Deputy Director for OSPB, also responded to
questions from the committee.  Ms. Reilly presented the Governor's
signing statement on Senate Bill 20-219 (Attachment C).  Bo Pogue,
Legislative Council Staff, responded to questions from the committee. The
CDC staff write up for the FY 22-23 COP Payment capital construction request
is included as Attachment D).

Motion Reject the cash funding proposal from the Office of State Planning and Budgeting and send a letter to the Joint Budget Committee affirming the Capital Development Committee's intention to make the Certificate of Participation payment for Senate Bill 20-219 from state funds.
