Representative Saine moved House Bill 17-1148 to the Committee of the Whole without discussion; that motion was withdrawn after discussion. Representative Arndt, sponsor, presented House Bill 17-1148, concerning applications for registration to cultivate industrial hemp. The bill requires applications for registration to cultivate industrial hemp for commercial purposes to identify by name each officer, director, member, partner, or owner of at least 10 percent of the entity applying for registration and any other person who has managing or controlling authority over the entity. The Commissioner of Agriculture can deny an application for registration if any individual associated with the application violated the Colorado Industrial Hemp Act for up to three years before the application. Representative Arndt responded to questions from the committee and read a letter of support (Attachment A) into the record.

01:37 PM -- Duane Sinning, Colorado Department of Agriculture, gave testimony in support of the bill. Mr. Sinning discussed the number of people registered to cultivate industrial hemp in Colorado and specifics of the Industrial Hemp Act. Mr. Sinning responded to questions from the committee regarding the registration of industrial hemp cultivators and the availability of testing for hemp farmers.
