Representative Arndt, bill sponsor, presented House Bill 17-1005. The bill, which was recommended by the Statutory Revision Committee, updates the following statutes pertaining to the Office of the State Auditor (OSA):
- it allows the OSA to complete a performance audit of public highway authorities in any year the Transportation Legislation Review Committee meets;
- it removes the requirement of the Department of Revenue (DOR) to provide a monthly account of working capital held by the department to the State Treasurer, as well as the requirement that copies of this accounting be sent to the Governor, State Treasurer, and State Auditor;
- it removes an obsolete bond registration requirement that allows holders of warrants to exchange the warrants for county bonds; and
- it removes an obsolete provision relating to an audit of the Enhanced Emissions Inspections Program contractor, which was required to be completed by the end of 2001.
Representative Arndt provided an overview of the Statutory Revision Committee and provided a handout to the committee (Attachment A).
