Senator Ulibarri, prime sponsor, presented Senate Bill 16-059, which allows local governments to enact ordinances or resolutions that control rent on private residential property, under certain circumstance. The bill excludes local government affordable housing programs that require land developers to mitigate the effects of new development from the prohibition on rent control, provided certain requirements are met.
