Representative Pabon, sponsor, presented Senate Bill 16-041 to the committee. Under current law, the Division of Criminal Justice (division) within the Department of Public Safety (CDPS) is required to gather data and conduct or contract for a study of law enforcement's activity and costs related to section 16 of article XVIII of the state constitution, the personal use and regulation of marijuana, over the two-year period beginning January 1, 2006, and over the two-year period beginning January 1, 2014. This bill repeals the section of statute that requires the study to examine law enforcement costs related to the implementation of section 16 and repeals the requirement that the study contain information concerning marijuana-initiated contacts by law enforcement, broken down by judicial district and by race and ethnicity.
