Representative Roupe, sponsor, presented House Bill 16-1212 to the committee and provided a handout (Attachment A). This bill creates an income tax credit for health care providers serving Medicaid patients in tax years 2016, 2017, and 2018. The tax credit is calculated as 50 percent of the difference between Medicare and Medicaid reimbursement rates. If no Medicare equivalent or billing code exists, the credit is calculated as the difference between the Medicaid reimbursement and the amount published in the most recent Colorado-specific cost-of-care or compensation survey. The credit is nonrefundable, meaning it is limited to a taxpayer's income tax liability, and may not be carried forward.
