Representative Melton, prime sponsor, presented House Bill 16-1264, concerning prohibiting the use of a chokehold by a peace officer. Representative Melton explained the effect of the bill and discussed its need. Representative Melton also explained the effect of amendment L.001 (Attachment C) and amendment L.002 (Attachment D). Representative Melton responded to questions regarding the difference between "use" and "apply" in reference to a chokehold. Discussion ensued regarding amendment L.002.
