The primary bill
sponsors, Representatives Pugliese and Duran, introduced Senate Bill 24-059
to the House Health and Human Services Committee. The bill establishes
the Office of the Childrenâs Behavioral Health Statewide System of Care
in the Behavioral Health Administration to develop and maintain a comprehensive
childrenâs behavioral health system of care. The system should allow children
and youth up to twenty-one years of age to have a single point of access
to behavioral health care. The bill outlines what the system must include
at minimum and sets timelines for the office in developing the system of
care. The bill specifies that the system of care must initially serve children
and youth receiving Medicaid or who are uninsured, but can be expanded
to serve additional populations in the future. It also specifies that implementation
of the system is subject to available appropriations.
